"Do I need flood insurance in Zone X?" and "Does Citizens require flood insurance?" are two of the most common Florida searches about flood coverage. Some first-time buyers are surprised when a lender asks for proof of a flood policy days before closing. The answer depends on the flood zone, the loan and the lender. Here is how it works, using FEMA, federal banking regulator and Florida sources.
When is flood insurance required for a mortgage?
If the home is in a Special Flood Hazard Area (SFHA) and the community participates in the National Flood Insurance Program (NFIP), federally regulated lenders must require flood insurance before they make the loan (OCC HelpWithMyBank). Under Fannie Mae's guidance (B7-3-06):
- Every flood zone beginning with "A" or "V" (for example, AE or VE) is an SFHA.
- Lenders confirm the zone with FEMA's Standard Flood Hazard Determination form.
- Flood insurance is also required in Coastal Barrier Resources System areas and Otherwise Protected Areas.
Do I need flood insurance in Zone X?
Federal law does not require it in moderate-to-low risk zones such as Zone X (shaded or unshaded). A lender can still require it, and that is a contract term between you and the lender (FEMA; OCC). Leon County's floodplain office notes that nearly 25% of all NFIP flood claims come from moderate-to-low risk areas (Leon County), and a standard homeowners policy does not cover flood. Florida law requires homeowners policies without flood coverage to carry a bold warning saying so (s. 627.7011(4)(b), F.S.).
How do I check a home's flood zone?
- Search the address on the FEMA Flood Map Service Center.
- Ask your loan officer for the flood determination once it is ordered.
- Ask the seller for the flood disclosure. Under a 2024 law, Florida sellers of residential property must give buyers a written flood disclosure at or before contract signing. It says whether the seller knows of flood damage, filed a flood claim (including with the NFIP) or received flood assistance such as FEMA aid (s. 689.302, F.S.).
How much flood coverage does the lender require?
For loans sold to Fannie Mae on 1–4 unit homes, the minimum flood coverage is the lesser of:
- 100% of the replacement cost of the improvements
- the maximum the NFIP offers
- the unpaid principal balance
A private flood policy is acceptable if its coverage is at least equal to an NFIP policy and the insurer meets Fannie Mae's rating requirements (B7-3-06). FHA, VA and non-QM lenders have their own rules, so ask your lender for its requirements in writing.
What if I think the flood zone is wrong?
Ask your loan officer for a copy of the flood determination and compare it with the FEMA map. If FEMA has amended its map so the structure is no longer in an SFHA, Fannie Mae says flood insurance is not required on that structure once the lender has FEMA's letter confirming the change (B7-3-06). Map changes go through FEMA, not the lender. Start early: the process takes time and won't fit inside a short closing window.
Maps can also change after you close. FEMA notes that most lenders require flood insurance for homes in areas newly designated as SFHAs, and the NFIP offers rating options for those areas (FEMA).
Is there a 30-day waiting period before flood coverage starts?
Usually yes, but not for a mortgage closing. FEMA says the typical 30-day NFIP waiting period does not apply when the first purchase of flood insurance is tied to making, increasing, extending or renewing a mortgage loan. FEMA also says a seller can transfer their NFIP policy to the buyer (FEMA Q&A for real estate professionals). Ask the seller whether they have a policy you could assume, and compare it with a new quote.
Does Citizens require flood insurance?
Yes, for many policyholders. Florida law phases in a requirement that Citizens personal residential policyholders with wind coverage also carry flood insurance from the NFIP or a private carrier. Condo unit-owner policies are excluded (Citizens). According to Citizens:
- Policies in FEMA flood zones were covered starting in 2023.
- Higher-value homes were phased in during 2024, 2025 and 2026.
- All remaining required policies follow on January 1, 2027.
Citizens points out that a private homeowners quote can be cheaper overall once a required flood policy is added to the Citizens premium. Read more in our Florida homeowners insurance guide.
How flood insurance affects your payment
Required flood premiums are usually paid through escrow, so they become part of your monthly housing payment and your debt-to-income ratio. Get a flood quote during your inspection period, especially in an A or V zone, before you commit. Our escrow guide and debt-to-income guide explain how.

Frequently asked questions
Is flood insurance required for a mortgage in Florida?
It is required when the home is in a Special Flood Hazard Area, meaning a FEMA zone starting with A or V, and the loan is from a federally regulated lender or sold to Fannie Mae or Freddie Mac. Outside those zones, a lender can still require it as a condition of the loan.
Do I need flood insurance in Zone X in Florida?
Federal law does not require it in Zone X, but your lender can require it by contract. Even when it isn't required, FEMA encourages buyers to consider it, because homeowners insurance does not cover flood damage.
Can you get a mortgage without flood insurance?
Yes, if the home is outside a Special Flood Hazard Area and your lender does not require flood coverage. In an A or V zone, a federally regulated or agency-backed loan will require it.
Does Citizens require flood insurance in Florida?
For many policyholders, yes. Florida law phases in a flood insurance requirement for Citizens personal residential policies with wind coverage, with all remaining required policies covered starting January 1, 2027. Condo unit-owner policies are excluded.
Is there a waiting period for flood insurance when buying a house?
FEMA says the usual 30-day NFIP waiting period does not apply when the first flood policy is bought in connection with making a mortgage loan. A seller's NFIP policy can also be transferred to the buyer.
How do I find out if a Florida home is in a flood zone?
Search the address on FEMA's Flood Map Service Center, ask your lender for the flood determination, and review the seller's flood disclosure, which Florida law requires at or before contract signing.
Does FHA require flood insurance?
Yes, when the home is in a Special Flood Hazard Area. FEMA says lenders require flood insurance inside SFHAs on government-backed loans, which include FHA. Your loan officer can confirm the coverage amount required for your loan.
